Non Whedonverse shows with lots of Whedonverse stars.

Well, I'm watching The Vampire Dairies and there are two so far!

But my vote goes to Supernatural.

It did have 15 seasons after all with a minimal main cast - basically two, with some major reoccurring - and a huge number of guest stars, usually at least a couple every episode.

Sorry Criminal Minds has more than 2 dozen stars who were in Buffy or Angel, not to mention a few who were in firefly or dollhouse. Will share later.

Many were in Supernatural. I think it will be between thoae two shows. I have not yet tabulated those in the 'extra' seasons of Criminal Minds

Me too! And I normally find him an easy actor to recognise. Plus, that list is only Buffy and Angel; once you include other shows, it's going to get longer. For instance, Adrianne Palicki is in several episodes, and that's just one of the major actors. Once you start having single episode guests, the numbers can easily grow, and the longer a series is and the more dependent it is on guest stars, the more crossovers you get.
 
So... the people listed below have been in both the Buffyverse and Criminal Minds verse. I'm pretty sure this is not every one, particularly as Criminal Minds is ongoing, and I have only seen all of the first 15 seasons and the two spinoffs. There's an additional 4 seasons (Criminal Minds Evolution) and at least one more to come.
These cast members are mostly who i recognized and remembered - 27 total.

In addition to the many cast members in common, there was an episode of CM that was an homage to the Buffyverse (season 10, episode 7, 'Hashtag') (see below for more on the episode). Nearly all the guest characters are named for Buffyverse characters. I get the impression that one or more of the production staff of CM are huge fans of the Buffyverse.
